What must a sales tax invoice show in Pakistan?
Section 23 of the Sales Tax Act, 1990 (FBR text updated to 30 June 2026) says a registered person making a taxable supply must issue a serially numbered tax invoice at the time of supply, in Urdu or English, with these particulars:
| Section 23(1) | Required particular | Field in this tool |
|---|---|---|
| (a) | Name, address and registration number of the supplier | From: name, address, NTN, STRN |
| (b) | Name, address and registration number of the recipient (NIC or NTN for supplies by a manufacturer or importer to an unregistered distributor) | Bill to: name, address, NTN or CNIC, STRN |
| (c) | Date of issue of invoice | Date |
| (d) | Description and quantity of goods | Line items |
| (e) | Value exclusive of tax | Subtotal after discount |
| (f) | Amount of sales tax | Sales tax |
| (g) | Value inclusive of tax | Total |
The Act also says only one tax invoice may be issued for a taxable supply, and records must be kept for six years (section 24).
What sales tax rate should I use?
The standard federal rate on goods under section 3 of the Act is 18%. Some goods carry reduced, fixed or zero rates under the schedules. Services are taxed by the provinces through the Punjab Revenue Authority, Sindh Revenue Board, Khyber Pakhtunkhwa Revenue Authority and Balochistan Revenue Authority, each with its own rates. The 18% button fills in the standard rate, and you can type any other rate, so check the right schedule or authority for your case.
Worked example
3 x Website maintenance (monthly) Rs 15,000 = Rs 45,000 1 x Domain renewal Rs 4,000 = Rs 4,000 Subtotal Rs 49,000 Discount 10% -Rs 4,900 Value exclusive of tax Rs 44,100 Sales tax 16% Rs 7,056 Total Rs 51,156
Tax is worked out on the amount after discount. The 16% here is only an example rate.
Do I need FBR e-invoicing?
Possibly. Section 23 lets FBR require electronic invoices, unique FBR invoice numbers and real-time integration with its systems. Tier-1 retailers must link their point-of-sale systems, and through SRO 709(I)/2025 FBR began requiring corporate and non-corporate sales tax registered persons to issue e-invoices through a licensed integrator or PRAL, with deadlines later revised by further notifications (EY summary). The tool says this under the preview: this PDF is not an FBR e-invoice. It is a normal commercial invoice. It does not report to FBR and does not carry an FBR invoice number, so if e-invoicing applies to you, use an integrated system and check the current SRO with FBR or your tax adviser.
Common mistakes
- Reusing or skipping invoice numbers. Keep one continuous series.
- Showing an STRN when you are not registered, or charging sales tax without being registered.
- Applying tax before the discount, which overstates the tax.
- Leaving out the buyer details on a sale to another business.
Tips
- Put payment details in Notes: bank account, IBAN, JazzCash or Easypaisa number.
- Set a clear due date and late payment terms.
- Save each PDF with the invoice number in the file name.
